SCHIP Override Fails

With 273 votes, including 44 Republicans, the override of the Bush veto on SCHIP failed in the House of Representatives yesterday. Democrats pledged to bring the bill back with only minor changes, and it appears that if those changes are made additional Republicans may support the bill. What are those changes? From the Washington Post.

The new version will probably give Republicans some face-saving alterations but no substantive change. Democratic leaders suggested that they could add language clarifying that the program would not cover families with incomes above 300 percent of the federal poverty level, or about an annual income of about $60,000 for a family of four. And they would tighten language to ensure that the children of illegal immigrants would not receive benefits.

Rank and file Republicans, eager to put this issue behind them, seem ready to deal.

Republicans sent signals that minor changes may be all that will be needed, if not for the president’s signature, then for the votes of balking House members. Rep. Joe L. Barton (Tex.), the ranking Republican on the House Energy and Commerce Committee, said the emphasis should be strictly on covering low-income children.

“We don’t think illegal aliens should be covered, and we don’t think that over time adults should be covered,” Barton said. “There are some states that cover more adults than children.”

Four moderate Republicans sent Pelosi a letter outlining what they thought could win passage, including a cap at 300 percent of the poverty level, a phasing out of eligibility for some adults and an expressed prohibition on covering illegal immigrants. “The modifications needed are relatively modest,” said Rep. Heather A. Wilson (R-N.M.).

Negotiations will now begin, but the President’s role could be marginalized if Speaker Pelosi can peel off enough Republican support through minor modification of the bill. She has laid down a political marker on these negotiations.

While Pelosi is willing to talk to Bush, she stressed that Democrats will accept nothing less than an expansion to 10 million children. “That’s not negotiable,” she said.

The Democratic Congressional Campaign Committee is stepping up the pressure in some swing House Districts currently Republican, and I think that after all is said and done there will be enough Republican support to override a Presidential veto. Congresswoman Niki Tsongas voted in favor of the override.

Trauma Intervention Program Annual Dinner

Jayan Landry, the CEO Executive Director of the Merrimack Valley Trauma Intervention Program, has put together a truly outstanding organization that does so much good in the most difficult of times. I had the opportunity to attend the 14th annual T.I.P. banquet on Thursday evening with most of the public safety brass in the Merrimack Valley. One of the Fire honorees was Lawrence Fire Captain James Loffredo, a Methuen resident who I attended the University of Massachusetts (Amherst) with. Congratulations to Jim and the other honorees, and a big thank you to Jayan and the T.I.P. volunteers, who have done so much for Methuen and the Merrimack Valley. Link to the T.I.P. website here.

Veterans Director Named

I have selected a Veterans Agent to replace the retired Edward Hoppy Curran. After a search committee made a recommendation I will send the name of Thomas Hargreaves to the City Council as the next Veterans Agent. From the Press Release announcing Mr. Hargreaves.

After an exhaustive search, Mayor William M. Manzi, III. is pleased to announce the appointment of Thomas H. Hargreaves as the City’s new Veterans Services Director. Mr. Hargreaves was the unanimous choice of the hiring committee, which consisted of several veterans groups, city councilors and human resources staff.

Thomas H. Hargreaves is a life-long Methuen resident and an Honorably Discharged Viet Nam era Army Veteran. He is also a life member of American Legion Post 122 in Methuen. He is currently employed as the Local Veterans Employment Representative at the ValleyWorks Career Center. He is a graduate of the University of Massachusetts at Lowell and the National Veterans Training Institute in Denver, CO.

“Tom has a wealth of experience with veterans issues and he will be a great asset to the Department and the City,” Manzi said. “He comes highly recommended by the veterans community and by state and local officials. I know that he will hit the ground running and do an excellent job.”

Mayor Manzi is submitting the appointment to the City Council for confirmation at its November 8th meeting. Mr. Hargreaves is expected to begin work in mid-November.

Campbell Endorses Manzi

State Representative Linda Dean Campbell today endorsed my candidacy for re-election as the Mayor of Methuen. I have a truly great working relationship with Representative Campbell, and I consider her to be an outstanding public servant. I am honored that she would give me her support. Methuen State Representative Linda Dean Campbell today announced her support for the reelection of Mayor William Manzi. Manzi has served as Mayor since his election in 2005 and is seeking reelection this November. Campbell has served in the House of Representatives since her election in 2006 and currently sits on the Joint Committee on Revenue, Joint Committee on Telecommunication, Utilities and Energy as well as the Joint Committee on Veterans and Federal Affairs.
“I credit Mayor Manzi with a number of extraordinary accomplishments achieved in a very short period of time. Among them are guiding Methuen through the worst flooding in a hundred years – we worked closely together to ensure Methuen received maximum state and federal aid. Before this flood Manzi had revamped the city’s Emergency Management System, restructured several city departments including Community Development, Health, Human Resources, Animal Control and Fire in order to make our City’s government run more efficiently and effectively, greatly improving our capacity to address future emergencies,” said Rep. Campbell.
In the area of education, Mayor Manzi has put a new Superintendent in place and has taken strong and effective measures to weed out non-resident students and reduce class sizes. The savings accrued have allowed the city to purchase new and needed playground equipment at two of our schools.
Campbell added, “Most importantly, from my perspective, he has coordinated with me on a weekly basis and led our educational community in exceeding all the state requirements necessary to be highly competitive for a new high school.”

New Playground Equipment for CGS

On Saturday I joined the Principal of the CGS Brandi Kwong for the unveiling of the new Playground equipment at the CGS School in East Methuen. The Comprehensive Grammar School is the oldest of our four K-8 schools, and this equipment replacement was overdue. The work turned out beautifully, and our kids will get some great use from it. Congratulations to Superintendent Whitten, Supervising Principal Brandi Kwong, and business manager Joseph Salvo for an outstanding effort here.

Tsongas Wins the Fifth

Democrat Niki Tsongas won the Fifth Congessional seat in a relatively tight election last night, defeating Republican Jim Ogonowski by 51% to 45%. Tsongas won the race by winning the urban areas (Lawrence, Lowell, Haverhill) and racking up good margins in the southern end of the District. Tsongas joins an (formerly) all male, all Democratic Massachusetts Congressional delegation. Her swearing in will be in the next day or so, as Secretary of State Bill Galvin certifies the election results and coordinates with Washington. She should be in office in time to vote on the prospective override of the Bush veto of SCHIP. Follow the below link for city by city results in this race. SCHIP Rubber Meets the Road

Today’s Washington Post has a story detailing the real results of the continuing funding battle over the State Children’s Health Insurance program. The House on Thursday will attempt an override of the President’s veto, but it does not appear that the votes are there to succeed. (Niki Tsongas has said she will vote to override, Jim Ogonowski will not say how he will vote). From the Post:

At current funding levels, 21 states would run out of money before the end of the fiscal year next September, according to the Congressional Research Service.

In California, which would run out in June, state SCHIP director Lesley Cummings on Friday recommended adopting emergency regulations that would allow state officials to establish a waiting list and a process for cutting off some of the 830,000 children on the state’s $1.3 billion-a-year program.

In Louisiana, as many as 37,000 of the 111,000 children on SCHIP might have to be cut to keep the program afloat, said J. Ruth Kennedy, the state’s SCHIP director. In Georgia, which already has an enrollment cap of 295,000, officials are considering tightening eligibility requirements, reducing enrollment and limiting dental benefits, said Rhonda Medows, commissioner of Georgia’s Department of Community Health.

The Administration responded with Secretary Leavitt:

Health and Human Services Secretary Mike Leavitt said the department has been working with governors of 49 states to make sure that no one loses coverage.

“I know that there are states out there who in the future could have problems if we don’t get this solved,” Leavitt said.

And so the political deadlock has real consequences. And the race in the Fifth Congressional might impact the success or failure of the override attempt in the House. Regardless of claim you can rest assured that candidate Ogonowski will vote to sustain the President’s veto if elected. There is a real difference here, despite Mr. Ogonowski’s attempt to politically mute that difference.

Senator Kennedy in Methuen

Senator Ted Kennedy visited Methuen to stump for Niki Tsongas this past week along with his lovely wife (and even his two dogs). The senior senator was articulate and dynamic in urging the crowd to participate by voting for Niki Tsongas on October 16th. I shared the stage with the Senator and Representative Linda Dean Campbell as well as Niki Tsongas. Regardless of your politics there is no question that Ted Kennedy still lights up a crowd. He stumped in Haverhill as well as other areas of the District with Niki. Senator Kennedy had surgery after his Methuen visit, and we all wish him a full and speedy recovery.

Elder Services 6k Run

Elder Services of the Merrimack Valley had their 6K run yesterday. I stopped by to wish them well and saw my CCHS 74′ classmate Tony Palmisano of Elder Services running the show. It was a great event that started at the site of the Merrimack Valley Credit Union at Sal’s Riverwalk Complex. Methuen participated, and I have placed a photo of our outstanding Senior Center participants below. Congrats to all involved.

Fifty Years at the P.M.A.

Presentation of Mary Academy in Methuen is celebrating fifty years in Methuen, and they are undertaking a big celebration. I was priveleged to join School Principal Rose Maria Redmond and President Sister Susan Frederick for an opening ceremony celebrating this milestone. P.M.A. has been such an important part of this community in so many ways. For those outside Methuen this campus has preserved an important part of Methuen’s history, and Methuen is a better place for having the sisters of P.M.A here. The millionaire philanthropist Edward F. Searles is buried in a chapel on this site, which was his vast estate known as Pine Lodge. They have produced educational excellence for young women for many years, and I wish them another fifty years of success. I was joined By Senator Steve Baddour and Representatives Linda Dean Campbell and Barbara L’Italien.
