McCain in big Florida Win

Senator John McCain tonight won the Florida primary, giving himself a strong boost before Super Tuesday and in all likelihood winnowing this to a two man race between himself and Mitt Romney. With 74% of precincts reporting the numbers look like this:

McCain 36%

Romney 31%

Guiliani 15%

Huckabee 13%

Paul 3%

Thompson 1%

Rudy Guiliani has managed to snatch defeat from the jaws of victory with a strategy that was ill-advised right from the start. His discomfort on the campaign trail was obvious, and he is now finished. Withdrawal will come shortly. John McCain will now have to stand in against the final assault that is coming, as the strong anti-McCain forces will now unite behind Romney as the last chance to stop a McCain nomination. The attacks are coming from Pat Buchanan, (whose sister Bay Buchanan holds a paid position with Romney) George Will, and the usual strong currents of excess wind from Rush Limbaugh. Should be quite a bloodletting before the nominee is chosen.

Methuen Unveils on-line permitting

I am happy to announce that our on line permitting system is now active. The new technology streamlines the process of submitting building, plumbing, gas, and electrical permits to Inspectional Services. Residents and contractors can visit www.cityofmethuen.net and click on the Online Permitting link on the home page. Applicants will then follow detailed and concise instructions to begin and complete the permitting application process. It has been a continuing goal of my administration to reduce red tape and streamline our permitting process to make interaction with government easier for both citizen and business. This is a major step forward.

Ogonowski to challenge Kerry

In an announcement that had been expected Republican Jim Ogonowski announced he will run against Senator John Kerry. Ogonowski, who outperformed expectations in his Fifth Congressional run against Niki Tsongas, will run on issues he highlighted in that race, including crackdowns on illegal immigration, national security issues, and a reduction in reliance on foreign oil. Ogonowski faces a steep financial hurdle, with Kerry sitting on a ten million dollar warchest, while he has about $100,000. A kerry spokeman responded in the Globe:

In a statement, Kerry spokesman David Wade said that “Senator Kerry is running for reelection so he can continue fighting to change Washington. John Kerry brings to public service a lifetime of fighting the tough fights for change and standing up with courage and conviction, and he’ll keep doing that in the United States Senate.”

Should be an interesting race, but if Ogonowski thinks he can be competitive in a United States Senate race on a financial shoestring he will learn a hard lesson.

Ted Kennedy to Endorse Obama

The Boston Globe is reporting that Senator Ted Kennedy will endorse Barack Obama tommorow, joining Caroline Kennedy and Senator Obama at American University in Washington to formalize the endorsement. This is a significant endorsement for Obama, as Ted Kennedy brings instant credibility with key segments of the Democratic base. It was Ted who energized the Kerry campaign in Iowa four years ago, lending staff and significant amounts of personal time to help Kerry to victory. I wonder if Ted’s reported anger over the rhetoric of Bill Clinton contributed to this decision? Will this decision impact the Massachusetts primary? Whatever the case it is a coup for Obama, and a clear setback for Clinton.

Obama Wins South Carolina Big

Barack Obama won the South Carolina primary in convincing fashion tonight. The election, tinged with bitterness, puts Obama back on the winning trail after consecutive losses in New Hampshire and Nevada. The election sharpened the attention on race, and Obama won convincingly amongst African Americans, outpolling Hillary by a four to one margin. With 52 percent reporting the numbers are:

Barack Obama 54%

Hillary Clinton 27%

John Edwards 18%

Edwards won this primary four years ago, and whether he elects to stay in or not, he is finished. Its on to Super Tuesday as a two man race on the Democratic side, and likely the same on the Republican side.

The Dracut Methuen Inter-Municipal Agreement

Methuen has concluded a major agreement on sewer infrastructure with the Town of Dracut that will bring enormous benefit to Methuen, as well as Dracut. In summary the highlights of this agreement are as follows.

1) Dracut will construct infrastructure to carry Dracut wastewater to the Greater Lawrence Sanitary District through Methuen at a cost of $7.6 million dollars. Dracut will then turn over ownership of that infrastructure to Methuen.

2) Dracut will construct, as part of the above mentioned infrastructure, a new pump station in Dracut that will handle flows from Methuen.

3) Dracut will pay Methuen $1.2 million dollars which will fund identification and removal of infiltration and inflow in this area. This “I&I” work will help to reduce stress on our system and will reduce our flows to the Greater Lawrence Sanitary District, thereby saving our sewer ratepayers by reducing our bill at the Sanitary District.

4) Dracut agrees to fund repairs to the Burnham Road and Bolduc Street pump stations on a percentage basis, comensurate with their flows through those stations. These repairs obviously would have to be funded, absent this agreement, 100 percent by Methuen ratepayers.

5) Dracut, in a separate contract, has agreed to join the Greater Lawrence Sanitary District and pay an entrance fee of $1.52 million dollars to the District. As a 40 percent owner of the facility Methuen derives a direct financial benefit from this capital charge to Dracut.

6) Dracut’s flows to the Greater Lawrence Sanitary District will not require a plant upgrade, as the GLSD has existing capacity. These flows will be paid for by Dracut, and help to reduce Methuen’s bill to the GLSD by spreading the plant expenses between a larger group of flows. It is another direct and tangible benefit to Methuen.

7) 40 Methuen homes, currently without sewer service, will now have sewer availability with no capital cost charged. Another major benefit to Methuen residents.

Those who have made the ridiculous charge that there is no benefit to Methuen from this agreement certainly must be looking at a different contract than the one I negotiated with Dracut. I have attached a pdf with some more detail. This agreement is in the best interest of the City of Methuen, and provides Dracut with needed additional capacity to serve their citizens. The City Council will be holding a workshop session on this proposal on Monday January 28 at 6:30.

Guiliani Fading Fast

Rudy Guiliani’s strategy of passing over the early primaries and banking on later wins to salvage the Republican nomination appears to be the wrong strategy for the wrong candidate. A new Florida survey shows how bad the situation really is. The Washington Post reports:

A new poll for the St. Petersburg Times shows McCain and Romney leading the contest in Florida, with Giuliani and Huckabee fading. The poll put McCain at 25 percent and Romney at 23 percent, with Giuliani and Huckabee tied at 15 percent each, and 13 percent undecided. The Times’s November poll had Giuliani in front of Romney by nearly 2 to 1.

Florida Gov. Charlie Crist (R) said he thinks the new poll reflects fallout from Giuliani’s failure to win in any of the earlier states. “It’s important to win,” Crist said in an interview at the governor’s mansion. “If you’re going to win somewhere, you’ve got to win.”

McCains ascent would really be cemented with a win here. An interesting sidebar in this race is that the Florida primary is closed, meaning that only Republicans can vote in the Republican primary. McCain’s huge advantage with independent voters will not help him here, but a win will show that he is about to close the deal with the Republican base.

Guiliani’s slide is not restricted to Florida. He has lost ground nationwide.

Giuliani faces his rivals in this make-or-break state not as the powerful national front-runner he once was, as his standing evaporated while he largely took a pass on most of the early presidential contests.

A new Field poll in California, which votes Feb. 5, shows a dynamic similar to Florida’s, with Giuliani at 11 percent, down from 25 percent a month ago. McCain led the poll with 22 percent, and Romney was second with 18 percent.

And so it is down to the Mittster and McCain. In a great verbal tussle between those camps over changing positions on the Bush tax cuts the McCain team gave out a pretty good zinger.

A Romney news release ridiculed the McCain ad as a flip-flop, noting that the senator opposed Bush’s tax cuts in 2001 and 2003. Brian Rogers, a McCain spokesman, responded dryly that “Mitt Romney has earned the Olympic gold medal for flip-flopping in this race.”

Not bad. I guess the sniping is not restricted to the Democratic race. Read the Washington Post story here.

Senator Kerry in Methuen

I was pleased to welcome Senator John Kerry to Methuen yesterday. Senator Kerry and I discussed many topics of concern to Methuen, including our inability to handle additional burdens on the property tax. He was gracious, and spent about 45 minutes discussing how he could be of service to Methuen. I know that he also spent time with Lawrence Mayor Michael Sullivan touring the fire scene in Lawrence. Thank you, Senator Kerry.

Clinton and Obama End Truce

Hillary Clinton and Barack Obama took off the gloves at the Democratic debate in South Carolina yesterday, exchanging accusations and insults. This exchange comes after party elders reportedly urged former President Clinton to tone down his criticisms of Mr. Obama. South Carolina is a major test for Obama, and a loss there, while not necessarily fatal, will hurt severely. With both sides sensing the critical nature of this contest get ready for some heavy artillery to be launched in the next couple of days.
