City Council Moves to limit dirtbiking

The Methuen City Council, in response to a series of complaints, has moved to prohibit the operation of dirtbikes within 500 feet of a neighboring residence. I will post the full text of the proposal online sometime tommorow, but I know this issue can be hotly debated and thought I would give that opportunity here. I have not as of yet taken a position on this proposal, which received preliminary City Council approval at their last meeting. Is it a good idea? Or is it another blow against personal freedom? A different Shade of Red: Battleground Virginia

Virginia is one of the key battleground states, and the subject of much attention from both campaigns. Virginia has not voted for a Democrat since LBJ in 1964. But Barack Obama seems to be getting the upper hand, although the margins are still small. Today’s Wahington Post talks about Virginia Democrats calling in Bill Clinton to help shore up Obama in key geographic areas of the state, and how that is quite a switch from the low esteem Clinton was held in here during his presidency. First lets look at Rasmussen:

The latest Fox News/Rasmussen Reports poll in Virginia finds Barack Obama leading John McCain 50% to 48%.

This represents the third consecutive poll where Obama has held a modest lead over his opponent. In last week’s Fox/Rasmussen release, Obama led 50% to 47%. Just four days prior, he held a five percentage point lead.

McCain leads among men, 54% to 44%, while Obama has a 55% to 42% advantage among women. White voters in Virginia favor McCain by a 59% to 38% margin, while non-white voters favor Obama, 82% to 16%.

Virginia is not locked down yet for Obama, and the closeness of this race has state party officials calling in the big guy, Bill Clinton, to help. From the Washington Post:

A decade ago, Virginia Republicans would joke that their easiest path to victory on Election Day was getting the Democrats to have President Bill Clinton campaign for them.

Virginia Democrats rarely obliged, but they still took a series of punishing defeats during the 1990s because many voters in southern and central Virginia had a decidedly negative impression of the former president.

Today, Virginia Democrats hope to turn that joke around on the GOP when Clinton holds rallies in Roanoke and Richmond in support of Sen. Barack Obama’s presidential campaign. Virginia Democrats say Clinton’s campaign swing through Virginia, which is aimed at voters in the largely rural and suburban Richmond and Roanoke television markets, underscores how the state’s political climate and the former president’s image have changed dramatically since he left office in 2001.

So in comes Bill, to help with a demographic that is critical to success in Virginia.

If Obama fails to get at least 40 percent of the votes in Southwest Virginia on Nov. 4, many Democrats believe he will have trouble winning statewide. Democrats are also concerned that Obama is underperforming in small towns in the Shenandoah Valley that historically support their candidates.

“It’s obvious they are trying to get those Democrats who voted for Hillary Clinton back, and they have a lot of work to do in the western part of the state,” said Larry J. Sabato, a political science professor at the University of Virginia.

If Obama wins Virginia it just does not seem possible that McCain would be able to win this thing. But Virginia is still to close to call, and the Democrats are pulling out all the stops to win. This state will also be impacted by the heavy Obama financial edge, with the potential for that financial muscle to put him over the top here. But McCain remains alive, and the Democrats better not start the victory dance yet. There is still time enough for the political dynamic to change, although that window is getting smaller. Methuen Opens “The Original Cafe”.

I had the opportunity to attend the grand opening and ribbon cutting at the Original Cafe on 88 Lowell Street. The new cafe is owned and operated by Shawn & Lori Bramble and is a welcome addition to the Lowell Street area. They are open for breakfast and lunch, and produce a delicious product. Shawn and Lori also provide catering services. Also attending was Dennis Marcello, representing Senator Steven Baddour. I have noticed that Marcello seems to be present whenever there is food. I had the pleasure of joining Sal Lupoli and franchise owner Wilfredo Laboy Jr. along with Howe Street Superette owner Gary Hammond as we cut the ribbon on the newest location for Sal’s pizza, located in Gary’s spacious Howe Street Superette. I was joined by Merrimack Valley Chamber of Commerce honcho Joseph Beviliqua, as well as Economic Development Director Karen Sawyer, and Dennis Marcello, representing Senator Steve Baddour. Taxing Employee Health Benefits

The Obama campaign has been hitting John McCain pretty hard on his health care proposals. His plan to tax employer based health care benefits and offer a five thousand dollar tax credit for the purchase of private plans has been the focus of the attention. Here is a new Obama ad homing in on McCain on that proposal. I believe that Obama has been effective in creating doubts about the McCain proposal, and McCain has been ineffective in response.

McCain fixated on Ayers

John McCain remains fixated on Bill Ayers, having surrogates and his ad campaign really focus on tying Barack Obama to him. I realize that I am not a neutral observer, but it seems to me that a subject like this, so effective for Republicans in the past, just does not have any legs with people so worried about the economic meltdown. McCain’s other avenue of attack, on the Democratic ties to Fannie and Freddie, had much greater potential for inflicting harm, but has been bungled by the campaign’s very convoluted message on the bailout and responsibility for the mess. McCain campaign guru Steve Schmidt had been effective in re-focusing the campaign after a difficult period, but has not crafted a coherent message on the economy. In light of the polling data I think it fair to say that as far as this race goes that “you don’t need a weatherman to know which way the wind blows”.

Mayors Meet with the Governor

Governor Deval Patrick and Lt. Governor Tim Murray convened a meeting of Massachusetts Mayors today in the Governor’s office to discuss the ongoing fiscal crisis. The meeting drew about 35 mayors, with additional mayors participating via a conference call. I can say that the Mayors were appreciative of the efforts of the administration to continue this ongoing dialogue, and expressed that appreciation to the Governor and Lt. Governor. The administration made no announcements to us privately that cannot be shared here, so let me outline what occurred.

The Governor and Lt. Governor announced that this coming Wednesday Secretary of A&F Leslie Kirwan will unveil new consensus revenue numbers. The Secretary (who was also present) has not announced those numbers, and the Governor did not indicate to us what he thought they might be. The Administration will base any request for expanded 9-c authority (that may include local aid) on the new revenue numbers. The Governor and Lt. Governor took pains to assure the Mayors that the contemplation of local aid cuts would only be a last resort. But it is clear that regardless of those revenue numbers the governor will be making some painful cuts, with or without local aid included.

The Mayors engaged the Administration in a frank discussion, including the desire to revisit some items previously discussed that would increase the flexibility of mayors and managers to manage costs. Many of those items require legislative approval, and on that basis we will, through the MMA, work out a legislative toolbox with the Administration that will allow us to revisit many of those non-financial items, hopefully in January.

The meeting was as positive as it could be, with an agenda to push the Commonwealth forward on the basis of cooperation between the localities and the Patrick Administration. There is much work to be done, but the Governor and Lt. Governor deserve credit for being willing to address the real concerns of mayors directly.

Iceland Collapses

The nation of Iceland imploded financially on Thursday, with its currency crashing and its financial institutions nationalized. The prospect of national bankruptcy was broached by the Prime Minister himself. From the New York Times:

Iceland’s financial system collapsed Thursday, and analysts said it was probably only a matter of time before the country would have to turn to the International Monetary Fund for help. Such a move, which would make this small island nation the first sovereign state to fall victim to the credit squeeze that began last year, would require it to accept harsh measures to restore fiscal and monetary stability.

Iceland has tried desperately to avoid such a step. But the odds against it grew worse on Thursday when the government took over the last of three major banks and shut down the stock exchange.

Iceland’s currency, the krona, has fallen precipitiously, and is at the root of the current disaster facing the country.

Trading in the Icelandic krona ceased, with foreign banks no longer willing to take the currency — even at what seemed like bargain rates.

“Iceland is bankrupt,” said Arsaell Valfells, a professor at the University of Iceland. “The Icelandic krona is history. The only sensible option is for the I.M.F. to come and rescue us.”

The I.M.F.’s intervention in Iceland would underline the extraordinary reversal in the country’s fortunes after a decade-long, debt-fueled binge by the country’s banks, businesses and some citizens. The banks, while avoiding the troubled mortgage securities that have humbled Wall Street, expanded aggressively at home and abroad. When credit tightened and the krona fell this year, they were unable to finance their debts, many of which are denominated in foreign currencies.

The dollar is not the krona, but certainly the dangers of currency collapse are evident by this episode. Even sovereign governments are not immune to the laws of math, including the United States. A truly scary situation continues to unfold worldwide. Confidence has been lost, and at this point is as important as key economic data. Read the New York Times story here.

The States take a hit (look out below)

The massive economic upheaval is imposing a heavy burden on state governments throughout the nation, with revenues plunging, pension funds sinking, and costs rising. With access to credit markets still somewhat limited cash flow problems could force states to come hat in hand to the federal government, looking for short term assistance (or more). Califormia may find itself in that position shortly. From MSNBC:

Gov. Arnold Schwarzenegger warned he may have to beg the federal government for a short-term loan to cover operating costs for schools, nursing homes and police if the nation’s most populous state is unable to borrow a short-term $7 billion on the credit market.

The contagion is spreading to many others as well:

Dozens of states are expecting big drop-offs in revenue and dispiriting pension-fund losses, and are making another round of emergency spending cuts on top of deep cutbacks earlier in the year, when the economy began softening and the mortgage crisis started to unfold.

“I think everybody agrees: The iceberg is in sight,” said Murray Levy, a Maryland state lawmaker.

New York, the capital of the nation’s financial industry, is grappling with the highest unemployment rate since the Sept. 11, 2001, terror attacks and a $1.2 billion deficit that could balloon to $2 billion by the end of the fiscal year March 31.

“We’re going to have to take drastic action,” Gov. David Paterson said.

In Massachusetts Governor Patrick is expected to announce a new round of cuts that will trim hundreds of millions of dollars from the state budget. While he is seeking expanded 9-C authority from the legislature that has not been granted, as of yet. Lt. Governor Tim Murray will be hosting the mayors of the Commonwealth at 2:00 tommorow afternoon to provide more detail on what actions the Governor is expected to take.
