Senator Steve Baddour has filed the legislative act to codify the concepts he announced last month with Senate President Therese Murray. I have attached the act as a pdf, but I have not as of yet seen an executive summary. I will post that as it becomes available. Baddour still does not address revenues, but looks for administrative savings through consolidations and efficiencies. Governor Patrick still has not filed his transportation package yet, and it appears that the toll hikes announced by the Mass Pike will not be implemented until the Governor files his bill.

Can you point out an example of the State of Massachusetts successfully implementing an “administrative savings through consolidations and efficiencies”?
I find that as being unlikely in a representative form of government, just by its nature. (This is not a criticism, just an observation of process).
I also find that if successful the “savings” become an opportunity for additional spending negating the intended savings. (that is a criticism)

Of course it can be done. First you need one agency that finances transportation modules..thus reducing cost to general govt taxpayers through income or sales tax..so that use tax is primary source together with grants etc…efficiencies should reduce current income tax burden …..
then you need ONE central policy/plans division and one central administrative office under Sec of Transportation….central purchasing..central personnel..central control of fleet managment…eliminate duplication..
I though that was JOB ONE for Senator Baddour when he was first elected and first made
Chair of Transportation…Sen Baddour says his bill will save over $1 BILLION and I believe him…..
how many billions would have been saved if he filed that bill his first year as Chairman???
Would we even have a budget deficit??

What do you call a “savings”.
Is it a saving if you direct the savings to another or new use?
Budgets should be reduced by the amount of the savings or there are none.
