Governor Deval Patrick picked long time insider James Aloisi as his Secretary of Transportation today. Patrick made the announcement on a Friday afternoon when most everyone is concerned about the big storm bearing down on us and there are few folks in Boston. Do you think the Governor wanted to downplay the big announcement? The State House News Service is reporting that Aloisi has received over $350,000 in pension payments already since his “retirement” from the Turnpike Authority in 1996. His benefit, which started at $2231 per month is now up to $2552 per month, over $30,000 annually. Attorney Aloisi will be the leader of the Governor’s efforts to reform transportation. Moving forward in his efforts to reform the state’s transportation system, Governor Deval Patrick today announced the appointment of James A. Aloisi, Jr. as Secretary of the Executive Office of Transportation and Public Works (EOT).
Aloisi is an expert in transportation law and he has a long and distinguished career in public service with the Commonwealth. As Transportation Secretary, Aloisi will lead EOT and serve as chair of the governing boards of the Massachusetts Turnpike Authority and Massachusetts Bay Transportation Authority (MBTA). He will also continue to serve as a member of the Massport board of directors.“Jim brings a deep understanding of the challenges we face in reforming our transportation network,” said Governor Patrick. “He will be a skilled and energetic advocate for our reform agenda.”
The announcement comes as the Patrick Administration has a unique opportunity to work with the legislature to bring comprehensive reform over a relatively short amount of time. Governor Patrick believes Aloisi will start working with legislative leaders and the transportation community immediately, in order to deliver on Governor Patrick’s vision for a safe and efficient statewide transit system.
Aloisi will work closely with Transportation Undersecretary Jeffrey Mullan and other key transit officials on reform initiatives, while continuing the administration’s efforts to identify savings and efficiencies to ensure money from taxes, tolls and fares is spent wisely and effectively. One of EOT’s top priorities in the New Year will be to file and work toward the passage of a comprehensive transportation reform bill, which includes dismantling the Massachusetts Turnpike Authority and continuing to invest in transportation infrastructure.
These reforms will build on the groundwork laid out by the Patrick Administration including implementing the first ever Mobility Compact to coordinate the state’s transportation network, identifying tens of millions of dollars in cost-savings across agencies and making critical capital infrastructure investments.
“In these challenging times, my task will be to keep faith with Governor Patrick’s vision to bring the Commonwealth’s transportation system into a new era. In collaboration with the Legislature, Jeff Mullan and other key transportation officials, we will inaugurate a new model of consolidation, creativity and forward-looking thinking,” Aloisi said. “We will do so in a way that is fair to all of our transportation users – everyone from the riders on Regional Transit and MBTA buses, to commuters on MBTA subways and trains, to the motorists using our highways and bridges, and the travelers using our airports. I am convinced that we can adopt a comprehensive solution that eliminates outdated barriers to reform, and that is respectful of the dedicated men and women who drive those buses, maintain those trains and roads, and operate those airports.”
Aloisi is a Director at Goulston & Storrs, a graduate of Boston College Law School and holds a Master in Liberal Arts (History) from Harvard University. Aloisi previously served as Assistant Secretary of the Executive Office Transportation, Assistant Attorney General, Chief Legal Counsel for the Massachusetts Department of Revenue, and General Counsel for the Massachusetts Turnpike Authority. Most recently, he served on the board of the Massachusetts Port Authority.
Aloisi will take on his new role next month, succeeding Secretary Bernard Cohen, who resigned effective January 2, 2009.

This hack is feeding from the trough, and now he gets to “fix” a system in which he had a hand breaking.
Two basic things come tomind.
1. He refinanced the Mass Pike Furthing the life of the fiefdom deserving to be discontinued.
2. He had a hand in the big dig which came out badly. I don’t know what he did, but it wasn’t fixed by his presence. His law firm made millions.
Now he gets his hands on the entire transportation system.
I see you do not seem impressed.
I love the praise the Governor heaped on Secretary Cohen as he kicked him down the stairs.
So tell me, how’s Deval Patrick doing, your Honor. I keep looking for my Real estate cut but, it hasn’t arrived.

Does Jules want us to overlook the fact that his party controlled all these events for 16 years..years when every Republican Governor was looking to feather his nest elsewhere and thus overlooking his managment duties?
The sole purpose of “authorities” is simply to incur debt independantly of the general government to accomplish a specific function.
User fees, not taxes on all of us, are supposed to pay the debt and administrative costs and free up money for essential government services.
It is the Governor who soley appoints the people responsible for running those authorities. It was Republican Governors Jules who appointed these folks who mismanaged, well..EVERYTHING!
Now I concede, that it is the responsibility of the Senate and House chairs of the oversight committees to do just that, yet until a tragic death, nothing and I mean nothing was said or done by these folks to even look at spending and managment.
As far as the snide comment about “feeding at the trough” Jules just spews out the pablum of the anti public employees lobby.
The fact is that by accepting the position of Sec of Transportation, Attorney Aloisi takes a pay cut of about 80% of his current pay..that’s right Jules he will now be paid about 20% of what he had been paid. I call that a tremendous sacrifice.
While Sen Baddour appears unhappy with this appointment, I think the Governor made a tough and brilliant decision. Atty Aloisi has what it takes to get real reform accomplished.
Unlike all too many…Atty Aloisi is a doer not a talker. In these tough times, with the transportation system in a dysfunctional mode thanks to a decided inability or unwillingess of certain folks to do the work, Sec Aloisi has a challenge ahead of him.
I ,for one, am pleased that he has the guts to take on the job. I pray that he has the stamina to withstand leaks and undermining from those who failed to do their job in the first place.

There is no such thing as a Republican in the Northeast,, especially in Massachusetts. Also Bob is right, these Republican did feather their nests for other goals and then left the office before their term was up, a huge disappointment too as none worked to build the party. This failure left us with a single party state.

I stand square with the notion Aloisi is a hack who has become wealthy as a result of his “doing” so he does not need the money offered by the job. If there was any justus at all, he would turn his paycheck over to the state to compensate for the problems he has cause, the main one being to extend the life of the Turnpike Authority and screw the public.
You wrote’ “Atty Aloisi has what it takes to get real reform accomplished.” Reform is politicalspeak for screwing things up worse than they are now. It appears he’s good at that.
As far as I am concerned Governor Patrick has put the fox in charge of the chicken coop and I foresee Aloisi further enriching himself.
Time will tell.
